Bill's practice focuses on operational transactions and project development, including negotiating and structuring transactions, supply chain contracts, risk management, permitting, rate and regulatory compliance, representing clients before regulatory commissions, litigation management and implementation of internal controls.

Representative Work

Bill advises energy clients on complex transactions involving wind, solar, geothermal, natural gas, coal and hydro power projects as well as supply chain and operating and maintenance programs that support such projects. Bill also advises clients on BPA power supply and contract issues.

Bill has worked with many developers and energy companies in the Pacific Northwest and Alaska, including the Golden Valley Electric Association, Columbia River People’s Utility District, Bonneville Power Administration, Northwest Natural Gas Company, Pacificorp, and Energy Northwest.

Education

Bill received his BA from Brandeis University magna cum laude in 1985, and his JD and MBA degrees from Willamette University in 1989.
