Jocelyn’s practice at McDowell Rackner & Gibson involves representing electric utilities involved in the generation, transmission, and distribution of power in the Pacific Northwest and Alaska. The primary focus of her practice is environmental and energy regulatory law.

Legal Experience

Prior to joining McDowell Rackner & Gibson, Jocelyn was an associate attorney with the Portland law firm of Davison Van Cleve, PC. At Davison Van Cleve, Jocelyn participated in ratemaking, policy, and rulemaking proceedings before the Oregon Public Utility Commission and the Washington Utilities and Transportation Commission and advised on federal energy regulatory compliance matters. Jocelyn was a Post-Graduate fellow with the Deschutes Land Trust and was involved in transmission-related issues while a clerk at PacifiCorp prior to joining Davison Van Cleve, PC.

Representative Work

• Advised clients on tariff and other regulatory matters before the Regulatory Commission of Alaska.
• Advised Idaho Power Company on federal and state environmental compliance matters for the Boardman to Hemingway transmission project.
• Assisted with development of testimony in general rate case before Guam Public Utility Commission.
• Advised industry customers on regulatory matters affecting energy supplies.
• Advised a Nevada transmission cooperative on federal energy regulatory compliance for a transmission interconnection project.

Professional Activities

• Member of the California and Oregon bars.
• Member of the Oregon State Bar Energy, Telecom & Utility Law Section.
• Member of the Oregon State Bar Environmental and Natural Resource Section.
• Member of the Multnomah Bar Association.

Education

Jocelyn graduated from the University of Redlands in 2004, where she received her BA in Government and BA in Spanish and was a member of Phi Beta Kappa. While at Redlands, she was awarded the Wiley Prize for Excellent Work in International Affairs from the Government Department. She received her JD and Certificate in Environmental and Natural Resources Law from the University of Oregon School of Law in 2009. While at the University of Oregon, Jocelyn was selected as an Oceans, Coasts and Watersheds Fellow for the Environmental and Natural Resources Law Center, and served on the boards of the Law Students for Sustainable Business, the Oregon Law Students’ Public Interest Fund, and the U.S.-Mexico Bar Association.
