Adam's practice at McDowell Rackner & Gibson involves representing electric, gas, and telecommunications utilities in the Pacific Northwest. The primary focus of his practice is on regulatory and administrative law.

Legal Experience

Prior to joining McDowell Rackner & Gibson, Adam was a member of the Portland law firm of Marandas Perdue Durham & Lowney where his practice focused on general civil litigation.

Representative Work

  • Represented Idaho Power Company in several technical policy dockets before the Oregon Public Utility Commission.
  • Advised PacifiCorp on rate cases in Oregon, Utah, and Washington.
  • Advised NW Natural in regulatory proceedings in Oregon and Washington.
  • Represented telecommunications client on merger in Washington.
  • Represented Idaho Power Company in energy facility siting matters in Oregon.
  • Represented utility clients in annual power cost update docket in Oregon.

Education

Adam graduated from Gonzaga University in 2001. At Gonzaga, Adam earned a BS in Electrical Engineering, Honors, summa cum laude. He earned his J.D. from Lewis and Clark Law School and graduated cum laude in 2005. While at Lewis and Clark Adam was awarded the Best Oral Argument for the first year moot court competition and twice received the Pro Bono Honors Award.
