Etta’s practice at McDowell Rackner & Gibson involves representing utilities in the Pacific Northwest and Alaska. The primary focus of her practice is on energy and telecommunications regulatory law and administrative law.
Legal Experience
Prior to joining McDowell Rackner & Gibson, Etta clerked at PacifiCorp, Inc., Stoel Rives, LLP, and the Oregon Department of Justice.
Representative Work
- Assist with general rate case preparation.
- Advise clients on Alaska regulatory matters.
- Advised clients on Oregon’s Solar Feed-in-Tariff.
- Advised clients on NEPA issues in transmission siting issues.
- Advised clients on federal transmission "E-tag" protocols.
- Briefed federal efforts on carbon cap and trade.
- Assisted with preparation of testimony.
- Assisted with the development of testimony in general rate case before Guam Public Utilities Commission.

Education
Etta graduated from the University of Oregon in 2003, earning a BA in Political Science and Gender Studies. Etta earned her JD from Lewis and Clark Law School and graduated cum laude in 2011. During her time at Lewis and Clark, Etta was the Paul H. Casey Business Law Scholar, an Article Editor for the Lewis and Clark Law Review, and President of the Business Law Society.
